KABATAANG SUSPECTS SA KAGULUHAN, INIHARAP KAY MAYOR GORDON




Prinisinta kay City Mayor James ‘’Bong’’ Gordon, Jr. nitong ika-6 ng Pebrero 2007 sa FMA Hall ang walo (8) sa labinglimang (15) kabataang sangkot sa pananaksak at pagkasugat ng dalawang (2) security guards ng Olongapo City National High School (OCNHS).


Sa pangunguna ni PSINSP Cesar Cabling, ang Station Commander ng Police Station 1 at PINSP Lito Tejada ng Police Station 3 kasama ang mga magulang ng mga suspects na sina:

Junel Samson, 26 yrs old.
Benjamin Macam, 22 yrs old.
Dennis Guilleno, 20 yrs old.
Alexander Tupaz, 19 yrs old.
Erwin Ragadio, 18 yrs old.
Emelito dela Rosa, 18 yrs. old.


Kabilang rin sa iniharap kay Mayor Bong Gordon, kasama ang mga kinatawan ng City Social Welfare and Development Office (CSWDO) ay ang dalawang (2) menor-de-idad na sangkot rin sa kaguluhan na parehong labing-anim (16) na taong gulang.


Batay sa imbestigasyon, bandang ala-1 ng madaling-araw nitong ika-5 ng Pebrero 2007, ay isang tawag ang natanggap ng Police Station 1 buhat sa isang concerned citizen kung saan nakitang bumaba ang grupo ng mga kabataan lulan ng dilaw na pampasaherong jeepney sa harap ng OCNHS at walang kagatol-gatol na pinag-sisira ang streamer ni Mayor Gordon.


Dahil sa kaguluhan ay lumapit ang duty security guard ng paaralan na si Elmer Dedicatoria upang pigilan ang mga nagwawalang kabataan ngunit binalewala lamang ito at pwersahan pang kinuha ang batuta nang umaawat at pinagpapalo ito.

Sumaklolo ang isa pang kasamang security guard na si Oscar Botalon ngunit sinalubong ito ng tatlong (3) magkakasunod na saksak buhat sa isa sa mga suspect.

Sa responde ng Police Station 1 ay agarang nahuli ang walo (8) sa mga suspects at sa body searched na isinagawa ay nakumpiska ang isang patalim na may habang 5 pulgada kay Benjamin Macam na ayon sa imbestigasyon ay maaaring ginamit sa pananaksak sa security guard.

Sa ngayon ang dalawang menor-de-idad ay nasa pangangalaga ng CSWDO samantalang ang iba pang suspects ay kasalukuyang nakapiit pa rin sa Police Station 3.


Parang amang pinangaralan ni Mayor Bong Gordon ang mga magulang at mga kabataang suspects, ‘’Malaki ang responsibilidad ng mga magulang sa kanilang mga anak. Sana ay maging leksyon ang pangyayaring ito sa bawat magulang at kabataan ng lungsod,’’ wika ni Mayor Gordon.

Sa ngayon ay nakasampa na sa piskalya ang kaso ng mga suspects kabilang na ang Frustrated Homicide, Serious Physical Injury at Illegal Possession of Bladed Deadly Weapon.

Ang isinagawang presentasyon ng PNP-Olongapo kasama ang mga magulang ng mga suspects kay Mayor Gordon ay naganap nitong ika-6 ng Pebrero 2007 sa FMA Hall.

RP eyes $1-B Japanese loan to develop maritime industry

Department of Trade and Industry (DTI) Secretary Peter B. Favila said the government will enter into an agreement with the Japanese government for a $1-billion loan package for the development of the country’s maritime industry.

In an interview, Favila said they are talking to international funder Japan Bank for International Cooperation (JBIC) for the modernization of the shipping industry. "We are trying to negotiate a $1-billion loan," Favila said.

In a separate interview, a JBIC representative said the loan is still under negotiations and they are not sure when the money will be released. When asked if there is a chance the talks will be completed within the first half of the year, the representative said it is "unlikely."

For his part, National Economic Development Authority (NEDA) Director General Romulo L. Neri said they are asking for the $1- billion additional funding from Japan in order to make the Philippines a maritime power in the region.

Earlier, the Development Bank of the Philippines (DBP) has obtained a P16-billion loan from JBIC for the local maritime industry. Unfortunately, Neri said DBP has been slow in releasing the fund. "DBP being a bank requires real estate collateral," Neri explained.

While waiting for the JBIC funding, Neri said they will try to borrow money from the DBP first. He said DBP only managed to release half of the P16 billion. Once they exhausted all the funds from the state-run bank, Neri said they might do a bond offering.

"We will try first the DBP and then we will find out how much money is needed," Neri said.

"The first tranche will come from DBP, (the unused portion of the) P16 billion. They only lent out I think half of that … then we could float another bond from NDC to finance if there is greater demand then the final tranche, the big one will come from JBIC," he said.

Neri stressed the importance of developing the maritime industry, as there is already a P6 billion pending worth of leasing just waiting for the market to open. "In other words there is a big market for it," he said

"The Philippines should be a maritime power," he said. "I think this will be our next boom area," he added

Neri explained that the government is looking out leasing six year old ships from Japan. "We are doing the leasing route. The beauty of leasing is that anytime the lessee skips one or two months payment the lessor can always get back the ship, no more court case or anything because the ship is yours you are just renting it out."

TAKE your pick. A dawn-till-dusk partying at the country’s paradise island of Boracay. Or a close encounter with sea creatures on a diving exploration in Palawan. Or a trip to the remote island of Batanes, an excursion to Hong Kong Disneyland with the entire family, a shopping spree in Bangkok with friends, or a romantic escapade with your loved one in Bali?


The emergence of low-cost carriers offering budget fares has made traveling no longer a luxury but well within reach of everyone, anytime.

At the recently-concluded Travel Tour Expo in SM Megamall, we thought of challenging ourselves to find the best travel deals and bargain packages. We set a budget for one traveller and asked travel agencies where they can take us for a specific budget, from a measly P900 to a hefty P15,000. The challenge lies in looking for the most enjoyable, hassle-free vacation at the best deals. Here’s what we came up with:

 For P900 to P1,000. You can go on a day trip to Subic and explore Zoobic Safari or Ocean Adventure animal theme parks. Bus fare may cost roughly P240 one way while entrance fee costs P395 for Zoobic Safari and P450.00 for the latter.

 For P1,100 to P2,000. You can enjoy a scenic one-way cruise via Superferry to Cebu (P1,010); Bacolod or Iloilo (P1,200); Coron, Palawan (P1,400); Puerto Princesa, Palawan/Dumagete/Tagbilaran (P1,570); Cagayan/Butuan/Surigao (P1,570); and Davao (P1,980). Fares already include all taxes excep a terminal fee of P44. Add P90 to P100 to your fare and you already have one eal on board the ship.

 For P2,000 to P3,000. You can frolic on the white-sand beaches of Puerto Galera and enjoy a three-day, two-night accommodation in an aircon room at a three-star resort and daily breakfast for only P1,550. Bus fare from Manila to Batangas port costs P150 while ferry ride to Sabang or White Beach costs about P100.

Explore Puerto Princesa in Palawan and stay for three days, two nights in an aircon room at a three-star hotel with daily breakfast and land transfers for P1,270. To make the most of your budget, take the ship instead and avail of Superferry’s budget fare of P1,570 one way.

Your P3,000 can also take you to enchanting Sagada in the Mountain Province and spend a three-day, two-night accommodation in an aircon room with daily breakfast for P2,150. Bus fare from Manila to Baguio costs approximately P500 while from Baguio you can take several local transportations to Sagada for less than P500.

Or else, treat yourself to a day-long relaxing experience for the mind and body at The Farm at San Benito in Batangas. For P3,500++, the package consists of round-trip land transfers from Peninsula Hotel to The Farm and back, vegan buffet breakfast, a five-course vegan gourmet lunch, guided tour of the resort grounds, use of the resort’s facilities including pool, meditation lounges, gym and library, pavilions, choice of either one hour relaxation massage or Earth Facial Treatment, participation in resort’s spiritual development classes and fitness activity programs like yoga, etc.

 For P4,000 to P5,000. You can have a much-deserved three day, two-night vacation in Panglao island, Bohol for only P2,525. Take the Superferry and pay P1,570 from Manila to Tagbilaran. This rate includes daily breakfast and land transfers (from Panglao to a 3-star resort). From Tagbilaran, you can hop on a smaller ferry to take you to Panglao island for less than P300.

 For P7,000 to P15,000. Boracay here you come! Sink your feet in the talcum-fine white sandy beach of Boracay by availing of Cebu Pacific’s Go fares that come as low as P568 one-way (exclusive of taxes) or SeaAir’s Buy One Take One Promo of P1,445++ one-way fare per person. A round-trip fare for two persons via SeaAir using this promo costs an estimated P10,763.20 with taxes already included. You can also choose from a variety of incredibly low-room packages to Boracay which include a three-nights, two days accommodation in an airconditioned room at a three-star resort with daily breakfast. Rates start from P2,255 (hotel/resort accommodation in Station 2),P2,450 (Station 3) and P3,540 (Station 1)

 For P15,000 and above. Bakasyon grande! Go on a sightseeing and shopping vacation to Hong Kong for an approximate rate of P8,115 or US$ 168 (twin or triple sharing). Package already includes round-trip airfare, round-trip transfers, hotel accommodation for four days and three nights, city tour and daily breakfast outside the hotel. A trip to Disneyland will only require additional US$ 58 (P2,784) for an adult and US$ 48 (P2,304) for a child. However, package does not include taxes and airport fees.

Visit exciting Bangkok for P4,272 or US$ 89 (twin or triple sharing). Rate includes round-trip airfare, round-trip transfers, hotel accommodation for four days and three nights, daily breakfast, and half-day city tour. Package does not include taxes and airport fees.

Cebu Pacific also offers a Go Fares promo rate of P999 one-way to Bangkok, Jakarta, Kuala Lumpur and Singapore. This rate however, does not include taxes and airport fees as well as accommodations.

Although tempting treats, most of these incredibly low rates were only available during the three-day travel expo and only through a book-and-buy basis. This means you have to pay immediately, in cash, for the trip you want to avail. Most rates have specificed travel periods and are subject to change without prior notice.

Still, there are budget-friendly packages available in the market, through airlines, travel agents and on the Internet. You just have to look for as many packages from various agencies as you can before you decide to choose the one that best suits your budget. It would help to consult a travel counselor or agent so you can take advantage of special deals or promotions, thus maximizing your vacation. And then, the next time you want to go on a trip, better plan ahead and be sure to drop by travel expositions because these one-stop-shop venues are so far, the best and most convenient place to find great travel deals and finally help you make that dream vacation happen.

Nagbigay ng extension ang Sangguniang Panglungsod sa mga negosyante ng Olongapo kaugnay sa taunang pagbabayad ng Business Permit. Sa isinagawang lingguhang sesyon nitong ika-7 ng Pebrero 2007 ay ipinasa ng mga kinatawan ng Sanggunian ang Ordinance No. 09 (Series of 2007) na may titulong ‘’An Ordinance Extending the Payment of Business Permit up to February 28, 2007.’’


Dapat sana ay hanggang noong ika-31 ng Enero 2007 lamang ang huling araw ng renewal ngunit dahil sa marami ang natatanggap na kahilingan ni City Mayor James ‘’Bong’’ Gordon, Jr. buhat sa mga negosyante ng Olongapo para sa kanilang filing at payment ng Business Permit ay isinulong ito ni Kgd. Marey Beth Marzan sa City Council.


Ang extension ay ibinigay rin upang bigyang daan ang mga negosyong hindi pa nakakakumpleto ng mga kinakailangang dokumento, at upang mas marami ang sumunod sa patakarang pagrerehistro ng mga negosyo.


Kung hindi kasi makakasunod sa deadline ay 2% penalty ang ipapataw para sa operasyon ng negosyo sa 1st quarter ng taon. Ang Business License at Mayor’s Permit ay dapat na i-apply upang makapag-operate ng negosyo sa lungsod ng legal at walang aberya.


Hinihikayat ang lahat ng mga negosyante na huwag ng palampasin ang bagong deadline sapagkat nagbigay na ng kaukulang konsiderasyon si Mayor Gordon para sa mga negosyante at mas mapabuting business climate sa lungsod.

Muli na namang nangibabaw ang galing ng mga mag-aaral ng Gordon College matapos ilabas ng Professional Regulation Commission (PRC) ang resulta ng huling Nurses Licensure Examinations.


Sa kabuuang 40,147 na kumuha ng Nursing Licensure Examination noong Disyembre 2006 sa buong bansa ay 19,712 (49%) ang nakapasa samantalang sa limamput-siyam (59) na board-takers ng Gordon College ay dalawamput-siyam (29) naman ang mapalad na nakapasa sa pagsusulit.

Kaugnay rito ay itinakda ni Mayor Gordon ang ‘’Ready…Get Set…Bong!!!, ang palakasan na lalahukan ng mga City at National Government Officials and Employees para sa Inter-Department Intramural Meet sa ika-9 hanggang 13 ng Abril 2007.


Layunin ng palaro na higit na paglapitin at buhayin ang sportsmanship sa mga kawani ng gobyerno buhat sa ibat-ibang ahensiya at tanggapan nito.


Pangungunahan ni City Sports Coordinator Angie Layug ang intramural meet. Ngayon pa lamang ay nagsisimula nang mangalap ng mga magiging pambato ang bawat departamento.

Bonoan spells out 6-point agenda

Public Works Secretary-designate Manuel Bonoan formally assumed his post yesterday and pledged to implement six of the 10 items in the development agenda of President Gloria Macapagal Arroyo.

Bonoan urged the rank and file in the department to work together to accomplish the job. “Let us go on full throttle. This is no time to procrastinate. This is the time to be decisive, and for once, let us set aside our personal differences,” said the 61-year-old civil engineer.

Bonoan spelled out the department’s six-point agenda under his watch: 1) decentralize development to other regions by developing a reliable transportation network; 2) decongest Metro Manila by pursuing the development of expressways and highways leading to the North and South corridors outside Metro Manila; 3) develop Clark and Subic by providing effective road network and flood control infrastructure; 4) provide potable water to waterless communities; 5) construct new school buildings; and 6) create at least six million jobs in six years.

“These development efforts are being focused on the four super-regions of the country to promote and support their competitive advantages. With the very robust economic and financial situation we now enjoy in the country, we are assured of the financing to implement our projects. We have the manpower and strategy to do it,” Bonoan said during the turnover ceremony.

Bonoan replaced Hermogenes Ebdane Jr. who was appointed by President Arroyo as secretary of the National Defense.

“I must admit that while I am elated with this honor bestowed upon me, I am at the same time very apprehensive and in fact feeling nervous, realizing the magnitude of the task, responsibilities and expectations attached to the position,” Bonoan said. “But I feel confident that having spent 40 years of my entire career with the agency, I have now a fairly good idea of the ‘ins and outs’ of this department.”

Bonoan, who rose from the ranks as a civil engineering aide in 1966, expressed gratitude to President Arroyo for entrusting him with the top post at public works.

A native of Solsona, Ilocos Norte, Bonoan was designated as public works undersecretary from July 1, 1998 to January this year. He was assistant secretary for planning from August 1987 to June 1998.

Bonoan also served as project director of the department’s Mt. Pinatubo Rehabilitation- Project Management Office in San Fernando, Pampanga, and project manager of the Management Office for Feasibility Studies.

Isang buwan bago sumapit ang ‘’Rabies Awareness Month’’ sa buong bansa sa darating na buwan ng Marso ay patuloy pa rin na nagsasagawa ang Olongapo City Government ng mga sunod-sunod na Anti-Rabies Vaccination.

Sa pangunguna ng Office of the City Veterinarian sa pamamagitan ni Dr. Joseph Arnold Lopez ay mag-iikot ang tanggapan sa ibat-ibang barangay sa lungsod upang magbigay ng libreng bakuna sa mga alagaing hayop.

Sa programang free vaccination ni Mayor Bong Gordon ay kinakailangan lamang na iparehistro ang aso, pusa, unggoy at iba pang alagain sa nakatakdang schedule simula alas-8 ng umaga hanggang alas-12 ng tanghali sa Barangay Hall.

Samantala, higit pang pinag-igting ng lungsod ang City Ordinance no. 30, Series of 1998 (An ordinance Amending Section 3 of Ordinance no. 23 Series of 1995, as Amended, by Imposing Additional Penalty to owners of Stray Dogs and other Animals), na sa kaso ng kagat ng aso, ang may-ari ng hayop ay dapat na magbayad sa mga gastusin ng pagpapagamot at ang pagtanggi sa obligasyong ito ay may katapatang bayad na 3,000-5,000 piso at kulong na 5-10 araw.

Layon ng ordinansa na maging responsible ang bawat nagmamay-ari ng mga alagaing hayop upang maiwasan ang anumang insidente ng pagpapa-ospital o kamatayan bunga ng kagat ng mga pagala-galang hayop.

Nagsagawa na nang mangangalap ng mga indigent applicants ang Olongapo Public Employment Service Office (PESO) noong ika-1 hanggang 3 ng Pebrero 2006 para sa Special Program for Employment of Students o SPES.

Ang SPES ay taunang inilulunsad ng lungsod upang bigyan ng pagkakataon ang mga estudyanteng nangangailangan ng tulong pinansyal at mga out-of-school youth na makapagtrabaho at kumita.

“Isa sa aking mga prayoridad ay makatulong sa edukasyon ng kabataan at turuan namang maghanap-buhay ng marangal ang mga walang trabaho at hindi makapag-aral,” wika ni Mayor Bong Gordon. “Kaya naman todo ang suportang ibinibigay ng lungsod sa SPES at sa iba pang programang laan para sa kabataan,”dagdag pa ni Mayor Gordon.

Binibigyan ng pagkakataon ng SPES ang mga kabataang nasa gulang 15-25 na magtrabaho sa gobyerno sa loob ng 30 araw. Anim na pung (60%) porsyento naman ng minumum wage ang kanilang kikitain mula sa pamahalaang panglungsod at ibibigay naman ng Department of Labor and Employment o DOLE ang karagdagang 40%.

Samantala, ang mapipiling 2oo SPES qualifiers ay magsisimulang magtrabaho sa iba’t-ibang departamento sa pamahalaang panglungsod sa unang linggo ng Abril 2007.

Pormal nang binuksan ang Hanjin Skills Development Center noong ika-5 ng Pebrero 2007 sa Subic Bay Freeport Zone.

Dumalo bilang panauhing pandangal si Mayor James “Bong” Gordon Jr. sa isinagawang pagpapasinaya ng Hanjin Skills Development Center.

Ang Hanjin Skills Development Center ay isa sa mga training sites na itinayo ng naturang kompanya upang magsagawa ng pagsasanay sa larangan ng welding, painting at pipe-fitting.

“Nagpapasalamat ako sa pagtitiwalang ibinibigay ng Hanjin sa mga welders ng Olongapo. Kaya naman lalo pa naming pagbubutihin ang pagtuturo sa mga estudyante ng Olongapo Free Welding Training,” wika ni Mayor Bong Gordon sa mensaheng kanyang ibinigay sa nasabing okasyon.

Ang mga welding graduates ng Olongapo ay ipadadala sa Hanjin Skills Development Center upang mas maturuan pa sa iba’t-ibang larangan ng welding at shipbuilding habang kumikita ng ng allowance kada-araw habang nag-aaral.

Samantala, bago pa man ang ginawang pagpapasinaya ay nakapag-umpisa nang magturo sa 500 trainees ang Hanjin Skills Development Center noong nakaraang buwan kung saan 256 na OlongapeƱo ang napiling magsanay at ang natitirang 246 na slots ay pinili mula sa iba’t-ibang lugar sa Zambales.

May progreso ang Pilipinas sa pananaw ng turistang nakakita ng mga ipinatutupad na proyekto ni Mayor Bong Gordon ng Olongapo.
‘’Some people say there is no progress in the Philippines, but I tell them they are wrong. Many small improvements will give result at the end,’’ wika ni Astrid Hansson, isang turistang mula sa bansang Sweden, sa liham na ipinadala kay Mayor Gordon.
Partikular na pinuri ni Hansson ang pagpapaluwag ng tulay sa pagitan ng lungsod ng Olongapo at Matain, Subic, Zambales.

Ang proyekto ay pinondohan sa pamamagitan ni Mayor Gordon noong siya ay kongresista pa.
Bagamat Mayor na ng Olongapo, ipinagpatuloy pa rin ang proyekto ni Mayor Gordon na pumukaw nga sa atensiyon ng turistang pabalik-balik sa Pilipinas na si Hansson.
Ikinatuwa ni Hansson ang pagsasa-ayos ng tulay na aniya’y lagi niyang dinadaanan sa page-exercise ng paglalakad at nasundan niya ang progreso ng trabaho dito mula simula hanggang matapos.

Pinay DH ayaw maging supermaids

SISIYASATIN ng House committee on overseas workers affairs ang hinaing ng domestic helpers hinggil sa mapanikil umanong bagong patakaran ng Philippine Overseas Employment Agency (POEA) na magsisilbing “pasanin” ng mga kasambahay na nagtatrabaho sa ibang bansa.

Sa ilalim ng House Resolution (HR) No. 1498 na inihain ni Albay Rep. Edcel Lagman, chairman ng komite, nais nitong pag-aralan ang itinakdang prequalification requirement ng POEA bago makapagtrabaho ang isang domestic helper.

Nabatid kay Lagman ang matinding reklamo ng domestic helpers hinggil sa bagong pre-qualification kung saan bawal maging DH ang hindi pa umaabot sa edad na 25 taon at kailangang hindi bababa sa $400 kada buwan ang suweldo o doble sa kasalukuyang tinatanggap na $200.

Magugunitang naunang nagsagawa ng protesta ang tinatayang 5,000 domestic helper sa Hong Kong upang palagan ang mga bagong requirement kung saan tinatayang umaabot sa 120,000 ang Pilipinang kasambahay sa dating British colony.

Nabatid sa reklamo ng domestic helpers na malamang na makuha ng ibang nasyunalidad ang mga trabaho dahil sa requirement na 25 pataas ang edad at tiyak na mas mura rin ang serbisyo ng mga ito kumpara sa Pilipinas. Ryan Ponce Pacpaco
