Honorable Wilma Dalit Billman, worked in the Subic Bay, Philippines from 1977 to 1982. She was in British Indian Territory, Public Works Center, as a Supply Technician & Work Control Clerk.
She also worked at Navy Support Facility in Diego Garcia from March 1982 to February 1989, 7 years as a Supervisor (Supply Department). In April 1989 to November 1992,she was at NSD Subic Bay, 3 years as Inventory Management Specialist.
In 1993 she became a councilor of San Jose, Castillejos. She was elected on July 1, 1995 as no. 1 Municipal Councilor of Castillejos (LAKAS-NUCD). She acted as mayor when Mayor Teofilo Pantaleon Jr. was suspended in September 20, 2000 to June 30, 2001.
From July 1, 2001 Hon. Billman has been known as the First ever elected lady Municipality Mayor of Castillejos, Zambales.
At present she lives in #221 Velasco St., Barangay San Jose, Castillejos, Zambales Philippines.

Honorable Mayor Wilma Dalit Billman, was born on January 6, 1954, in Castillejos, Zambales, and is the third daughter among the brood of five children by Victoriano Jimenez Dalit (Retired Philippine Army) and Cristine Dalit.
Wilma as fondly called, among other is "the first Elected Lady Mayor" and "the First Graft buster" in the political history of Castillejos, a person of eloquence before the eyes of the peace loving townspeople, who exude an always express
great joy and perseverance to all respective constituents dealt by her office (a character trait, endowed seemingly upon her by our Almighty God since her early age, as she recalls), more so, in her monthly constituents out-reach program, dubbed as "Dalaw ni Mayor sa Barangay", wherein constituents comprising the fourteen (14) Barangay of the locality are opportune for dialogue and consultations with the Chief Executive appurtenant to human resources development, i, e., Health, Education, Sports, Scholarship Program, Out-of-School Youth Program, Sectoral and Cooperative Developments, Agricultural and Livelihood Training, skill Training and Employment enhancement, and other related community development in nation building.
All these of which , transpired on September 20, 2000, then as Vice-Mayor assumed acting Mayor for suspended Mayor Teofilo G. Pantaleon, jr. who along with the Municipal Treasurer Jaime Valllejos, are now under litigation for numerous graft and corruption cases before the Sandigan Bayan, Quezon City, anti-graft court in the land.
For Mayor Billman, never in her dreams nor a prognosis has ever implanted in her sound mind and body to become the principal forefront of public service in the locality someday. After marrying Commander Jim Billman, a retired officer of the U.S. Air Force, and having an only son (JJ Billman), she contended that she realized all the innuendos toward the amenities of a happy marriage and good life, a dream come true which she has opt for, and to be a diligent mother and a simple wife of a good family.
The truism of survivorship and co-existence in the world of man which are full challenges and uncertainties, has been the core of hardship and sacrifices for more than two decades in the life of Mayor Billman.
Such core stated in the early 60's, Mayor Billman then barely a 7 yrs. old uninhibited eakling, reminisces of how agile but self-esteemed she was, despite of her very fragile age made to the hilt, and probably one of the youngest "Hot
Pandesal" seller among the neighborhood before going to school during those good old days and earning a few pennies has seemingly became routine which sometimes resulted in a row with other small boys over the clienteles of the same trade, and unknown to her soldier father assigned n the countryside, Mayor Billman kept the trade, until she finished her grade school and secondary
